It works as a mouse pointer once you enable AssistiveTouch in iPadOS accessibility settings; the feature requires iOS 13.0 or later and a Bluetooth connection to the keyboard.

How does the Bluetooth keyboard connect and what limits it?

The keyboard pairs over standard Bluetooth; range and stability follow the iPad's own Bluetooth implementation, and the touchpad only functions after AssistiveTouch is turned on in settings.
