Modding tool for Power & Revolution 2021

This downloadable add-on adds a comprehensive creation tool to the base game Power & Revolution 2021 Edition on Steam. It lets players modify country data, international relations and world geography. Users can also design detailed scenarios with custom events ranging from elections to disasters. The tool supports historical or future settings starting from year 1900.

For scenario creators, not base-game buyers

Suits owners of Power & Revolution 2021 Edition who want to build and share their own mods or play the 800 community scenarios already available. Buyers who do not own the base game on Steam cannot activate or use this DLC. Players only interested in the official campaign content will not need this add-on.

Questions about this item

Does the Modding Tool add-on make Power & Revolution 2021 Edition run hotter or louder?

The downloadable add-on adds no code that stresses the CPU or GPU beyond what the base game already uses, so temperatures and fan noise stay the same.

What must I already own on Steam before the Modding Tool 65739 will activate?

You need the base game Power & Revolution 2021 Edition in your Steam library; the add-on will not launch without it.

Will mods created with the 2021 Edition tool load in an older Power & Revolution version?

Mods reference data structures from the 2021 release, so they will not work with earlier editions of the game.
