Questions about this item

Does this charger need a separate UK mains cable, or is one included?

The package includes a 3-pin UK power cord, so the charger is ready to plug into a British wall socket without buying anything else.

Will the adapter negotiate a lower voltage such as 5 V or 9 V for an older Chromebook that only supports 45 W?

The USB-C output steps down through 5 V 3 A, 9 V 3 A, 12 V 3 A, 15 V 3 A and 18 V 3 A before reaching 20 V 2.25 A, so legacy devices that accept any of those profiles will charge at their maximum supported rate.

How can I confirm the charger is delivering the full 45 W after I connect it?

When the laptop reports 20 V at 2.25 A on its USB-C power meter or battery settings page, the adapter is operating at its rated 45 W output.
