Modding Tool for Rulers of Nations

This Steam DLC adds a comprehensive creation suite to the base game Rulers of Nations. It enables players to build custom contexts, scenarios and mods, then share them with the community. A Steam account and the base game are required for activation and play. The add-on targets simulation fans who want to design their own geopolitical narratives.

Scenario depth and community content

The tool supports modification of country data, international relations and world geography, plus detailed mission scripting with multiple trigger conditions. Users can set scenarios in any year from 1900 onward and add custom character faces. Over 100 community mods have been shared since the 2014 release, providing a library of ready-made content alongside personal creations.

Steam delivery and regional limits

Delivered as an online code, the DLC activates through Steam on Windows systems meeting the 1.6 GHz processor and 4 GB RAM minimums. Activation is blocked in several countries including RU, CN, IR and others listed in the specifications. Buyers in restricted regions cannot redeem the code, and the add-on cannot function without the base game installed.
