It is a new component intended for repairing or servicing the original cooling assembly in these specific notebooks.

Four-wire PWM control for supported Satellite models

The fan handles thermal loads for the processors fitted to the listed Satellite series, adjusting speed automatically via the motherboard's fan header. Questions about this item

Will this 4-wire cooler fit the heatsink mounting points on my Toshiba Satellite C850?

The cooler is built for the C850, C850D, C855, C855D, L850, L850D, L855 and L855D chassis, so the mounting holes and screw pattern match the original heatsink assembly.

How can I confirm the 4-wire PWM signal is being read correctly after I install the cooler?

Enter the BIOS hardware monitor or use a Windows fan-control utility; the reported RPM should vary smoothly with CPU load instead of staying fixed at maximum speed.
