9 V PD trigger decides compatibility

The cable only outputs 9 V when the USB-C charger or power bank explicitly supports a 9 V PDO; otherwise it falls back to 5 V and will not power 9 V gear. The source must provide at least the load's wattage and cannot exceed 100 W. Without a 9 V-capable PD source the cable cannot perform its intended function.
