Is the 8GB DDR4 configuration on this T490 soldered or can I upgrade it later?

The 8GB DDR4 memory is soldered to the board and cannot be expanded after purchase.

What does the 4.6GHz turbo figure mean for everyday workloads on the i7-8565U?
