Does my laptop need a USB-A port that supports USB 3.2 Gen2 to get the 10Gbps speed?

Yes, the host USB-A port must run at USB 3.2 Gen2 to reach the cable's 10Gbps rating; slower ports will fall back to their own maximum.

How can I confirm the cable is delivering 60W to my MacBook Pro?

Check the macOS System Information power section; it will list 20V/3A or 60W when the cable negotiates full PD fast charging.
