Should I get the 3-pack or look for single cables?

The 3-pack gives you three 10.6 inch splitters so you can run up to six fans from three motherboard headers, which is handy for front, top and rear intake or exhaust setups.

Will both fans report their RPM to the motherboard?

Only the fan on the master 4-pin plug sends an RPM signal back to the board; the slave connector omits the sense wire, so the second fan runs at the same PWM duty cycle but its speed is not individually monitored.

Does the 4-pin header on my board guarantee PWM control?

A 4-pin header is required for PWM, but not every 4-pin header actually modulates the signal by default; check the motherboard manual to confirm PWM is enabled for that header.
